Official Seal of the Department of Commerce. According to the Dept. of Commerce manual, the official symbolism means the following: The ship is a symbol of commerce, the lighthouse represents guidance from darkness which is translated into commercial enlightenment and the American eagle denotes the national scope of the Department’s activities. The Department of Commerce and Labor was created in Feb. 1903 and its first Secretary was George B. Cortelyou, who was previously the personal secretary and longtime friend of President Theodore Roosevelt. Presumably, Roosevelt gave him the job as a reward for his longtime service to the President. In 1913 Labor was split off into its own cabinet post and the word labor was dropped and the designation Department of Commerce and Labor was changed to the Department of Commerce. The longest serving Secretary of Commerce was Herbert Hoover who served from March 1921 until August 1928. Hoover then went on to become President of the United States.
